How to design a Fail-Safe ATM Transaction(like debit money from ATM) which requires communication with Bank Server over Network

So, I came across this interview question which require to design an ATM Debit transaction in such a way that it should be fail-safe i.e. in case of any failure in the ATM or in the Bank, it should be capable enough to handle it gracefully.
