Please suggest best ways for designing auction based applications with high concurrency and No/minimal latency

I am into very initial phases of designing a real time Auction framework which can provide me concurrency of around 500 users submitting bid simultaneously and analyzing their responses simultaneously with no latency.

I have a knowledge of Java/Spring/Hibernate & Oracle as database.

Please suggest me what are the books/sites/blogs I should refer to or I can get a help from them.
