Convert this image to a textured background (pattern)

am trying to make image below as a pattern background for a web page but it looks so bad and too big

So I want to convert this to a textured background as any other textured one maybe it required some photoshop stuff or CSS properties but I don't know what it is exactly, please help and thanks in advance.
