What are best practices to build generic module for an application?

If a developer is responsible to build a monolithic application, one module from this application can vary depending on user type/other stuff, so its functionalities and design will vary too, in this case what are best practices/patterns to build this generic module.

For my case it's .net Core / angular6 application.
