Is flux essentially an observer pattern?

Well, that's basically it, I'm not too familiar with flux architecture, so not aware of an actual implementation details. But from what I've read it seems like some variation of an observer pattern, with difference that observers directly accessing subject's state. I couldn't find any information on that on the web so here I am, asking my first, presumably pretty dumb question on SO.
