Expose a constant only to test it [on hold]

A colleague recently created a global variable he only used at one point in the class (could have been a local one or none at all) and then even exported it just to reuse it in the tests.

Isn't it a bad practice to expose variables just to be able to test them? If they are not needed by your prod code.
