Java: Sort an 2d array by row

I googled my problem but I can't find any good results. I hope you can excuse my inexperience and help me with my Problem.

I have a 2d array ( 10 rows, 3 columns) which has to be sorted by row according to the following pattern:

(x <= y <= c) and (x + y > c)
