Coordinate System in Computer Graphics

I was given this question and I don't know how to approach it. Any help would be appreciated. Thanks :)

Question

The following graphics has 8 absolutely identical uniformly distributed rectangular spokes of a wheel (as shown in the figure). The dimension of the rectangles are length=D=10 (D=Diameter of the Wheel) and width=W=4.

a) Find the coordinates of the vertices (V 01 , V 02 ,...., V 16 ) in the most favored object frame.

b) Draw the hierarchy data structure connected link-lists: (Vertex, Edges, Surface, and Object). Show The rotation by 22.5 o per frame as described bellow in this figure in the Hierarchy list.
