Repeat pattern in image

I have a picture with a fixed size w and h. Example pattern here The pattern is repetitive, but not exactly at the borders of the image.

Is there a way to create a function f that returns a new image with the same pattern but repeated to fit the new dimensions?

The pattern is not necessarily horizontally and vertically repeating, but could also be diagonally.

I was checking for a GAN that can do this, but was not able to find one.
