Model View Controller pattern + Observer pattern

I have this class who require a project that uses Model View Controller pattern as well as Observer pattern and I am struggling where to put stuffs. And whenever model changes the view can't display the change even when I repaint the Panel. Please give me an overview on where you put stuffs.
