HTML input pattern more sophisticated [on hold]

The input must be: Two digits, One dash, Two digits again. The first number must be lesser than the second one and not start with zero.

VALID: 10-20; 40-90

INVALID: 09-20; 20-10; 1-120; 1--12; 1-20; 12000

I have no idea on how to handle that (Input Range is not an option)
