How can I make idea about color pattern of a templale?

I have been making web design for some months. In web design there are some concepts like font-combination, typography, visual hierarchy etc. I have idea about font combination, typography. Now I need some idea about color pattern like this design http://ift.tt/2fBlBwT In a one page template hoe can i choice base color, which sub color will I use besides base color, what is the concept of heading or sub heading text color or title and sub title text color . If a template includes six sections which section background will be #ffffff as white, which section background will be as base color but opacity less than base color, which section background will be image, what will be the font size of heading and sub heading text , body font size etc. I need idea about these topic.
