Design a loose coupled services which interacts with each other

Have one service for file sync, it take source and destination details from external data source. The requirement is to have a notification/email in case there is any issue in file sync. So I want to design separate notification service which is subscribed by file sync. How should I design the notification service and why design changes are required in file sync. I just need some design assistance wrt same
