oo analyis:how to dertermine the behavior of the class when using nonu-verb approach

I am trying to extract class and behavior of the class by using noun and verb analysis,the requirement statement is followed: The dealer sumbit the order. There two noun (dealer,order)and one verb (sumbit) I can find out the class(dealer,order) easily,but i don` know how to determine the behavior of the class :dealer.sumbit(order) or order.sumbit() Is there any available principle or methodology to determine of behavior (responsibility) of the class when using nonu-verb apporach
