CSS responsive desing: Same content on all devices

I have basic CSS knowledge and I want to make a responsive design. I have two ideas:

• Choose classic responsive design, what meaning fit page for actual screen.
• Choose "responsive" design, where everything is still 100% ([example][1]). As you can see, image and text have always same size. I think it's better and faster way but I never see that.

I searched about responsibility and other design concepts, but I cannot find the second option ("responsive" with always 100%). Could you explain me what is better way? My dreamed web will looks like this. Thanks for any advice :)
