Suggest better design model? [on hold]

I have a project which includes web, Android and iPhone. We decide like creating API and develop jQuery web client, native iPhone and Android development by using the API.

My client wants API but only 2 clients like Web Client and another is also web and it is common for iPhone and Android. So in iPhone/Android app use the web view using web page.

So here p[lease suggest a better approach. If same layout and design we can use responsive UI(even now i am using this for web client) so that only one web client is needed. But they told there is light changes in design so separate web (common for iPhone and Android) for mobile clients. Here web view is again JQuery web page? or which one is the better approach
