Why marker interface is included in design pattern? [on hold]

I know, concept of marker interface, can anybody please explain when to use marker interface and how it helps in making design of code efficient?

1) How do we know before designing our core APIs that this interface to be declared as marker interface?

2) How I provide its implementation?

3) How it provides code classification and helps in resolving bugs?
