BIRT Report creating a template/pattern to fit in DIN NORM 50008 -B

I want to create reports, which should be exactly fit in this pattern : http://ift.tt/2at0XMk. Is it possible to create such a pattern and to lay on top of the master page? If yes, do you have a hint or a link for me? My google-search wasn`t very successful... (maybe looking for wrong catchphrases) :(

Or is there a way to create specific areas, within which text is allowed (and only in this areas)? For example: From top margin 45mm down and from left margin 25mm a "textfield" with a width 80mm and height 45mm for the address.
