Most efficient singleton pattern?

I am reading about singletons, and don't understand why this

public class BillPughSingleton {
    private BillPughSingleton(){}

    private static class SingletonHelper{
        private static final BillPughSingleton INSTANCE = new BillPughSingleton();
    }

    public static BillPughSingleton getInstance(){
        return SingletonHelper.INSTANCE;
    }
}

is more efficient than this

public static ThreadSafeSingleton getInstanceUsingDoubleLocking(){
    if(instance == null){
        synchronized (ThreadSafeSingleton.class) {
            if(instance == null){
                instance = new ThreadSafeSingleton();
            }
        }
    }
    return instance;
}
