Are there best practices to write cms sytem for different kind of users?

Currently I am writing content management system where users can be 3 different kind (Admin, Merchant, Merchant created users). I am curious are there some best practices how to layout project, for example write one project for Admins and second one for Merchants or write one project and split logic according to user types.
