Confusion about the creator principle and the information expert principle

I'm trying to understand those 2 principles. After I search on google, I found that if A has enough information to create B then we can use creator principle here. However, I found that the definition of information expert is that we give a class a task if it has enough information to do that task. The creator pattern seems like belonging to the information expert?
