Check is it completed when it is updating or check is it completed when selecting data - MySQL, PHP

I have WEB application with 3 products. Each product is with around 30-40 features, separated in 3-4 tables per product.

To be 1 product available (selectable) must all the features of it be populated. I am in dilemma. Should I check is it the product available when I select it or when the product is added/edited/updated by user the code checks is it product available

Should I must make column with available ? How to "design" this logic and what are best practicee here ?
