Domain Driven Design - Local Settings (AppSettings) / Global Settings (Database stored settings)

Which part of the application belongs user settings (AppConfig/WindowsRegistry) and global settings (saved in the database) when we are using Domain Driven Design?

Should I create a repository for each one in my domain layer?
