How to implement complex 'flowchart' or decision logic in a clean way?

I came across this flowchart that describes how Slack decide whether to send a user a notification. It's not terribly complex but has enough happening to illustrate my question - how can you implement complex flowchart style / decision logic in a way that is clean and easy for others to understand and maintain?
