Does the Web Client Layer reference the Application Layer directly in this example?

I was looking at the following diagram, which I saw here: http://ift.tt/2dkISW9

Why does the Web Client communicate directly with the application layer i.e. not though the web service? I thought the web client would still communicate with the web services.

In Visual Studio; does the Web Client project reference the Application Layer project directly with a project reference in this example?
